Chad mentioned the same-- and that they're unable to affect those traditions. He was open to other suggestions on how to attempt to stop future murders, but given the amount of swords already here, refusing to accept transactions for weapons wouldn't actually end up helping.
At best, it cuts down on the number of weapons but harms any goodwill they have with people who want their belongings, and I don't feel like he in particular needs that, either.
